Senior appointments for North West London Acute Provider Group
The first four Group-wide appointments have been made to the leadership team for the North West London Acute Provider Group. In addition, a new trust-level chief executive - also part of the Group's senior leadership team - has been appointed to lead our Trust.
The North West London Acute Provider Group, established on 1 April 2026, brings together the four acute NHS trusts in the sector, Chelsea and Westminster Hospital, Imperial College Healthcare, our Trust, and The Hillingdon Hospitals. They remain separate organisations with a single accountable officer (known as the Group chief executive), a single chair and a board in common.
The appointments, all made through competitive internal processes, are as follows:
Our Trust-level chief executive: Mark Titcomb
The post is an interim role for up to a year and follows the recent appointment of current chief executive Pippa Nightingale as chief executive of Bedfordshire Hospitals NHS Foundation Trust. Mark will take up the role when Pippa leaves at the end of July. In the new Group structure, the chief executives for all four trusts report into Group chief executive Professor Tim Orchard.
Mark is currently managing director of the Trust's Ealing and Central Middlesex hospitals and of the Group's Elective Orthopaedic Centre. He has previously held senior operational roles in a range of NHS organisations, including at West Middlesex University Hospital and Chelsea and Westminster Hospital.
Group chief people officer: Kevin Croft
This is a new, permanent post, replacing separate trust-level chief people officer posts. The postholder has responsibility for people and organisational development at all four trusts. Kevin is currently transitioning into the role.
Kevin joined Imperial College Healthcare as chief people officer in August 2018 and, in addition, took on the same responsibilities for Chelsea and Westminster Hospital and The Hillingdon Hospitals in April 2025
He was previously director of people and service improvement at Epsom and St Helier University Hospitals NHS Trust. He has also held other senior NHS roles in north London, including director of workforce transformation and director of organisational development and HR at North Middlesex University Hospital.
Group chief governance director: Peter Jenkinson
This is a new, permanent post, replacing separate trust-level governance director posts. The postholder has responsibility for governance at all four trusts. Peter will move into the role shortly.
Peter joined Imperial College Healthcare to lead governance in April 2018 and has taken on additional responsibility for governance at Chelsea and Westminster Hospital and The Hillingdon Hospitals. He previously held a range of senior corporate governance roles in the wider health and not-for-profit sectors, including director of corporate affairs at St George's University Hospitals NHS Foundation Trust and global company secretary at the Association of Chartered Certified Accountants.
Group lead chief nursing officer: Dame Janice Sigsworth
Janice remains chief nursing officer for Imperial College Healthcare, taking on additional responsibility for nursing, midwifery and allied health professions within the Group leadership team and aligning relevant Group-wide developments with the chief nursing officers for the other three trusts. The appointment is for two years initially, and Janice took up her role on 1 June.
Janice joined Imperial College Healthcare in 2008. She has a background in respiratory medicine and previously held a range of senior roles across the NHS at regional and nation level, including deputy chief nurse for England at the Department of Health.
Group lead chief medical officer: Dr Roger Chinn
Roger remains chief medical officer for Chelsea and Westminster Hospital, taking on additional responsibility for providing medical input for the Group leadership team and aligning relevant Group-wide developments with the chief medical officers for the other three trusts. The appointment is for two years initially, and Roger took up his role on 1 June.
Roger is a consultant radiologist and has been chief medical officer at Chelsea and Westminster since December 2020. First joining the trust in 1996, he has also previously held the posts of deputy medical director and chief clinical information officer.
Professor Tim Orchard, Group chief executive, said: “We have so much we want to achieve for, and with, our patients and local communities. These roles are critical to helping us build our shared vision across the Group, making the most of our collective resources and enabling all our staff to reach their full potential. At the same time, all executive directors across the four trusts will continue to have important leadership responsibilities, within their own trust and the Group. I am very grateful for everyone's hard work and commitment which is already having an impact, demonstrated by the very good rankings in the NHS oversight framework for all four trusts.”
Recruitment and appointment processes are currently underway for:
- Group chief finance officer
- Group chief delivery officer
- Group lead director of communications and engagement
- Group lead director of strategic partnerships.
In addition, NHS England is currently leading recruitment for a permanent chair for the Group.
